DeKalb County District Attorney’s Office Honored for Anti-Recidivism Program

DeKalb County District Attorney’s Office Honored for Anti-Recidivism Program

The DeKalb County Board of Commissioners recently honored the DeKalb County District Attorney’s Office for creating a program dedicated to giving offenders ages 17 -25 a second chance. The Anti-Recidivism Court was created by District Attorney Robert James in December 2011. Since the program’s inception, 22 participants have successfully completed the program.

“This unique program offers young, first-time, non-violent offenders a second chance at life,” said James. “This program does not give them a ‘get out of jail free’ pass for their mistakes, but it allows them to learn from their prior missteps through a rigorous year-long program.”

The Anti-Recidivism Court is a collaborative partnership among DeKalb County Public Defenders’ Office, DeKalb County Magistrate Court and DeKalb County District Attorney’s Office.

According to national statistics, approximately two-thirds of individuals arrested will be re-arrested within three years. “The judicial system can become a revolving door for criminals. We wanted to deliberately interrupt the cycle of recidivism here in DeKalb through this program.”

Currently, 20 participants are enrolled in the year-long Anti-Recidivism Court.

As conditions of the diversion program, each participant is ordered to: report to private probation, perform community service, undergo random monitoring, report to monthly compliance hearings and abide by a curfew/electronic monitoring. Additionally, participants must pay any restitution involved with their arrest, enroll in an academic program if they have not obtained a high school diploma/GED and attend behavior modification classes.

“We focus on developing the person and providing them with the skills needed to be successful in life,” said James. “We not only provide them with life skills training but also a strict guideline to follow. Many do not complete the course .

For those participants who do complete all of their requirements, they will have their cases dismissed.”

If a participant is found in violation of the diversion program terms, then their case would be sent back to Superior Court for prosecution. “The program is not a fit for ever applicant,” said Diversion Program Director Kaleema Thomas. “The participants have to be committed to change and willing to work on themselves throughout the process.”

Participants completing the Anger Management Class (Course) leave with enhanced life skills for greater self understanding (awareness), learn to control one’s emotions, better social awareness for better interactions and more productive relationship management.

In most cases reduced recidivism is also achieved.

NOTE: Anger Management is not psychotherapy. Anger Management is psycho-education and a highly personalized form of treatment using educational approach to skill development. Specialized Anger Management Certification Training of 40 Hours or more by national certification companies should be the standard for practice.

Anger Management does not seek to help those in need of counseling to find ways of avoiding their anger altogether. According to the American Psychiatric Association, anger is a normal human emotion. It is not a mental disorder, consequently it is not responsive to traditional counseling, psychotherapy or psychotropic medication. Additionally anger is not listed in The Diagnostic and Statistical Manual of Mental Disorders (DSM) DSM-IV-TR.

Anger is exemplified by anger outbursts or tempers that flair out of proportion to the causing stimuli or situation. Anger can be aggressive as in verbal abuse or physical abuse but also passive as in emotional blackmail, negative control issues, silent treatment etc. The individual experiencing anger often lashes out against family members, friends, acquaintances coworkers, even strangers.

Anger is a problem under the following circumstances:

Dad Dies After Road Rage Shooting Near Cheshire Bridge in Atlanta, GA

ATLANTA, Ga. — Police believe it was road rage that caused a driver to shoot into another car near Cheshire Bridge Road in northeast Atlanta.
Demetrius Wright, Gwinnett father of a 10-year-old girl, died three weeks after the shooting. Police believe he was trying to get onto I-85 near Cheshire Bridge when a grey Pontiac Grand Prix, carrying three men, pulled up and opened fire.
Wright’s family gave their first interview since the March 16 shooting.
“It is the worst feeling ever to know that someone you love was on their way home from doing something they love and then they were shot,” Wright’s fiancée Alexis Laney told Channel 2’s Ryan Young on Tuesday.
Laney is supposed to be preparing for one of the happiest days of her life. She was close to marrying, Wright, her boyfriend of 10 years. Instead, she’s planning his funeral this weekend.
“I never would have imagined having to watch my fiancé be buried on Saturday,” Laney said. “I thought he would live forever. I thought we were going to grow old.”
Loved ones are pleading for witnesses to come forward to help police make an arrest in this case.

Two Young Women Killed In Separate Road Rage Incidents In GA

Two young women died in two different road rage incidents in Georgia on Friday – one in a shooting and another in a head-on crash, authorities say.

Cobb County officers say road rage is the reason behind a fatal shooting near Kennesaw, Georgia that killed a female college student.

Meanwhile, another the second road-rage case occurred near Gainesville Friday morning in which a 22-year-old woman was killed in a crash.

College student Kim Kilgore, age 21, is dead after authorities say she was shot inside the gates of her apartment complex early Friday morning.

The suspect, 22-year-old Lindsey Sparkles Lashayla, has been arrested and charged with murder in the shooting.

Police say a case of road rage incident between people in two vehicles led to a fight at the apartment complex where Kilgore was shot.

Friends say Kilgore who was a student at Kennesaw State University died after being taken off life support.

The incident involved two carloads of females and an altercation started near the gate to the apartment complex, said Sgt. Dana Pierce, a Cobb police spokesman.

“There was a whole lot going on out there,” he told the Atlanta Journal. “You have two carloads or groups of people who are at one another.”

Kilgore was studying communications at Kennesaw State University, where she was a former member of the Gamma Phi Beta sorority.

The sorority issued a statement on Twitter Friday about the Paulding County High School graduate: “Our prayers go out to our dear friend Kim Kilgore!” The university also issued a statement, expressing condolences and announcing that it was preparing to offer grief counseling for those who knew Kilgore.

Police do not have information indicating the suspect and the victim previously knew each other, Pierce said.

In the second incident, an out-of-control pickup truck driver repeatedly rammed a couple from behind on a highway in Gainesville. The couple then called 9-1-1:

Caller: We have got a red pickup truck following us
Caller: He just hit us! He just hit us!
Driver: He’s about to hit somebody head-on.
Caller: He just hit somebody head-on. No! No! No!
Dispatcher: Ma’am, ma’am. Calm down.
Driver: He just hit somebody head-on going about 70 miles an hour.

Investigators say that’s when 48-year-old Michael Williams, the driver behind the wheel in the pickup, hit 22-year-old Chelsea Gerrish head on killing jimself and Gerrish.

The couple heard on the 911 calls has not been identified.

Funeral services for Kilgore be held on Wednesday, October 16, 2013 at 2:00 PM, from West Ridge Church in Dallas, GA, with Pastor Gene Evans and Pastor Mark Evans officiating.

Interment will follow in Peaceful Meadows Memorial Park. The Kilgore family will receive friends at Clark Funeral Home, on Tuesday, October 15, 2013 between the hours of 4:00 and 8:00 p.m.

Lesbian Charged With Killing Kennesaw Student During Road Rage Incident

A 22-year-old Cobb County woman was charged with the shooting death of a Kennesaw student during a road rage incident that is slowly attracting national attention.

Kimberly Kilgore, 21, and Sparkles LaShayla Lindsey’s lives couldn’t be more different. The popular Kennesaw State University student loved country and western music, and she took pride in her vast collection of cowboy boots.

Lindsey emulated the thug life that was glorified by the rappers she idolized. According to published reports, Lindsey, of Austell, had a criminal record that most rappers would envy.

The two women’s lives intersected on a darkened stretch of Shiloh Road in Cobb County, GA, early Friday morning. A road rage incident involving 2 carloads of women ended with shots fired just inside the gates of Shiloh Green Apartments around 2 a.m.

Witnesses say the two drivers — Lindsey and Kilgore — got into a physical altercation in the parking lot of the apartment complex. At some point, Lindsey pulled a gun out of her waistband and fired a single shot, striking Kilgore in the head.

Kilgore was transported to WellStar Kennestone Hospital, where she was pronounced dead. Lindsey and her friends fled the scene before police arrived.

Detectives secured an arrest warrant for Lindsey later that day and she was taken into custody without incident. Lindsey was charged with aggravated assault and murder.

Kilgore’s friends struggle to understand the senseless violence committed by a young woman who had at least 2 prior arrests for assault and battery.

Kilgore was scheduled to work Friday night at Johnny’s BBQ in Powder Springs. One of her co-workers was a passenger in Kilgore’s SUV that night.

“She works every Friday night and here it is Friday night and we’re walking around … just can’t even describe the feeling,” Manager Alisa Pannell told Channel 2 reporter Ashley Swann.

Cobb County residents vented their frustrations on social media and message boards. Most of the angry chatter centered around Kilgore and Lindsey’s skin color and the perceived media bias that suppresses race when a black kills a white.

Lindsey’s friends defended her on social media networks. “My old co-worker, Sparkles Lindsey, killed a girl over a road rage incident. While she was wrong, people need to watch how they drive,” tweeted Natasha Hall.

Lindsey is being held without bond in the Cobb County jail.

Georgia Boy, 4, Shot in Road Rage Incident

 Atlanta police are hunting the impatient driver who became enraged when a mini van didn’t move quickly enough when a light turned green and then fired a gun at the mini van, injuring a 4-year-old toddler strapped into his car seat.

The mother of Korda, the boy who was hurt, said that the driver behind her turned angry when she didn’t accelerate at a green light fast enough on Tuesday.

“Once he blew his horn, I blew my horn back like, ok I hear you,” Tammitha Williams said.

When Williams made a turn, the angry driver followed her.

“The next thing I know, he’s behind me, he’s weaving back and forth in traffic like coming beside my car and I’m like, what’s wrong with this man? He jumped back behind me and that’s when I heard the gunshot,” Williams said.

The bullet penetrated the back door and then went through the backseat of the van. It was strong enough to go through Korda’s car seat.

“I was panicking, I was praying because I didn’t know where he got hit or anything, so I’m just praying, asking God to make sure he’s OK,” Williams said.

Williams said that Korda remained surprisingly calm.

“He didn’t cry at all, he was a big boy…I cried like a baby myself,” she said.

Korda was shot in his buttocks.

“I got a big hole in my van, not only in my van. I got it in my heart because they really hurt my baby,” Williams said. “I don’t know this person, but he hurt me…it could have been a whole different outcome, he could have been dead and gone, I could have been burying a 4-year-old.”

Dekalb County Police Chief Bill O’Brien said it was only a matter of inches that saved Korda’s life.

“We are very lucky because we could just as easy be working a homicide case today,” O’Brien said. “He’s [Korda’s] extremely lucky, a matter of inches in any direction, it could have hit him in the spine. Iif the shot had been fired a little higher, it could have even hit him in the back of the head.”

Police have recovered ballistic evidence and believe the shooter was a man driving with a woman in a white SUV.

Korda will return to the hospital next week for a procedure, but doctors say the bullet hit soft tissue and luckily, he will fully recover.

Road Rage Turns Violent, Toddler Shot in Car Seat

This isn’t the first time road rage has taken a violent turn.

YouTube videos show countless video of drivers coming unglued, viciously punching each other, spitting and throwing everything from coffee to crutches.

In 2008, Thomas Timko was shot in front of his 8-year-old daughter by a driver who said he’d cut him off at a Philadelphia toll plaza.

A former Marine, Christian Squillaciotti, pleaded guilty to the shooting in 2010 and was sentenced to 13 to 26 years in prison.

Road Rage is often called intermittent explosive disorder, a term used to refer to violent incidents resulting from stress caused by accidents or incidents on roadways. It is often a natural extension of aggressive driving.

Road Rage frustration and aggression are often triggered by traffic conditions, being in a hurry, stress related to other pressures. Road Rage is an symptom of an underlying issue with a driver. Impulse Control is a major issue. They are unable to remain in control of themselves or their emotions. Often stress is very high in your life. Perhaps your personal or business life is not going very well. Your anger spreads beyond driving creeping into other aspects of your life.

  • Take more time to get to your destination and expect delays

  • Stop talking on phone while driving
  • Stop looking at your phone while driving
  • Allow a car beside you to get ahead of you when lane narrows
  • When a driver cuts in front of you abruptly, let it go and expect that again

The fact was I was falsely accused and did nothing wrong. I am so glad I found Atlanta Anger Management. Richard was very positive and uplifting in his teaching methods. It was Anger Management, but the Anderson and Anderson curriculum was much much more. Skill enhancing information in so many areas, that I found myself enjoying the class and owning it and saying yes to the information as it was presented. I had a very good day. This class was not what I expected. Started with some good coffee and immediately jumped into the material. As the day unfolded I could see that the material was really relevant to my life and I could use it in a practical way. I thought it was going to be a waste of time…but rather I felt energized by the material and Richard. I actually enjoyed myself. It was very valuable to me to attend a Saturday Class since my schedule is very busy with work and family demands. I thought it was easier to remember everything doing it in a one day class. Thanks.

I work outside and have a hard time sitting for long periods. It was great as the morning break came fast, then lunch, then afternoon break. So I did not have to sit any longer than 2 hours before I could check by phone for text message or voicemail. And got to stretch. Word of the day for me: Assertiveness

 

What I liked was how organized everything was. From my first email inquiry and fast response, to the subsequent follow up emails answering all my questions, the Details offered that told me everything I needed to know. Then the first part of the day, the following in the workbook, DVD’s, breaks, lunch, the facility….all surpassed my expectations. I am glad I chose Richard and his Atlanta Anger Management. It was worth the money even though I was falsely accused and got screwed by the system.

 

Learned that if I change my awareness of my anger response that it can be used for good rather than be destructive.

 

For me, this was a Divine appointment. I don’t have anger issues. But due to the police policy that someone has to get arrested it was me. I was not happy I was forced to attend this class. But after a few research Google searches I decided to attend to this class because of what I read about this class. I had to travel from over 60 miles to attend. I found it was definitely worth it. I was immediately affirmed upon arriving and opened up to Richard and his teaching style. He made me laugh and see that it is just as important to learn how anger and rage works to give me tools to respond better to other people’s anger. That was the insight. I work in a rather hostile combative work environment at a large company. Dog eat dog so to speak. This class gave me new insights and skills to deal better with the people I work with and leave my frustration at work and not dump on my husband when I get home. I am sure my husband will appreciate the new me. This is exactly what I needed.

 

I like being in a class with class participation. Made it interesting and I felt comfortable adding my input to class material. Richard even let me explain my knowledge of Meditation that was cool for me. ;-)  

I am sick of being known as a hothead. The class will help me respond in a better way and let me become less reactive and explosive. I look forward to being the calm one.

I am writing a brief testimony about Richard Taylor’s anger management class. I attended his Saturday class, and it was a very beneficial class for me. I have always struggled with anger, but I was always able to control it. I finally let my anger get the best of me, and I got in trouble at work. I was very luck that I did not get fired. After attending Richard’s class, I was able to identify several tools to help me with my anger.

First, I was able to identify my triggers of my anger. I was also taught several tools to help control my anger. I have turned to regular exercise, taking controlled deep breaths, and excusing myself from a bad situation.

Everyone will deal with anger issues in different ways. I learned what would work best for me. I highly recommend his Saturday course. He has helped me to control my anger on a daily basis. His class will give you new insights to yourself and your anger issues.

It was great to be able to receive all the anger management information in one day due to my busy schedule, savings on gas and time. I find I do better with consolidated information learning situations rather than spread over eight weeks. Easier to retain/remember the information!

As Richard described depression and anxiety I realized I had the signs of depression. It was an 
ah ha moment for me and explained why occasionally I got angry. The anger helped me get enough energy to do something and speak out. I now realized I was stuck in inaction mode. He called it Freeze. Like Fight, Flight, Freeze primal instincts. Made sense. Wow. I now have some coping skills to help myself get motivated and getting moving. I see some hope. I talked to Richard over lunch about my situation and he was open and made some suggestions that got me excited. Thanks Richard.

I am writing a brief testimonial about Atlanta Anger Management’s anger management class. I attended the Saturday class, and it was a very beneficial class for me. I have always struggled with anger, but I was always able to control it. I finally let my anger get the best of me, and I got in trouble at work. I was very lucky that I did not get fired. After attending Sat. class, I was able to identify several tools to help me with my anger.

First, I was able to identify my triggers of my anger. I was also taught several tools to help control my anger. I have turned to regular exercise, taking controlled deep breaths, and excusing myself from a bad situation.

This means if you miss your scheduled course date without 24 hour notice, then you pay for it. So bring double the money on the next appearance. 7. Missed classes means you missed class material. To honor your probation you can make up for the missed class information. We do Not make you start from the beginning.

8. Certificate of Completion is only issued upon completion of the training and full payment received.

Anger Management is a course of treatment that seeks to help people whose anger emotion is causing negative problems in their personal, business or public life.

Anderson & Anderson’s Certified Anger Management Facilitators are influencing how anger management is practiced throughout the United States. Anger Management has moved from the basic idea of management of anger to a broader understanding of the relationship between anger, stress, communication, self-awareness, social awareness, impulse control, optimism, decision making, self-perception, flexibility and relationship management. This provides the client with self understanding (awareness), learning to control one’s emotions, social awareness for better interactions and more productive relationship management. 1

In most cases reduced recidivism is also achieved.

Professionally Certified Anger Management Facilitators (CAMF) take an active interest is specializing in understanding anger and all of it’s ramifications. Anger Management is not psychotherapy. Anger Management is psycho-education and a highly personalized form of treatment.

Anger Management does not seek to help those in need of counseling to find ways of avoiding their anger altogether. According to the American Psychiatric Association, anger is a normal human emotion. It is not a mental disorder, consequently it is not responsive to traditional counseling, psychotherapy or psychotropic medication. Additionally anger is not listed in The Diagnostic and Statistical Manual of Mental Disorders (DSM) DSM-IV-TR. 3

Anger is exemplified by anger outbursts or tempers that flair out of proportion to the causing stimuli or situation. Anger can be aggressive as in verbal or physical abuse but also passive as in emotional blackmail, negative control issues, silent treatment etc. The individual experiencing anger often lashes out against family members, friends, acquaintances coworkers, even strangers.

Anger is a problem under the following circumstances: 2

• When it occurs too frequently
• When it is too intense
• When it lasts too long
• When it leads to health issues
• When it destroys interpersonal relationships: personal, work and public
• When it results in person-directed aggression: verbal or physical abuse

Continuing this Emotional Intelligence Series,  I wanted to get more into “What is Emotional Intelligence.”

In Part I, I mentioned this is not a complete definitive article on Emotional Intelligence [ EI ] as that would be overwhelming and not serve the purpose I seek; namely to bring the term Emotional Intelligence [ EI ] and it meaning and it’s application in a more understandable way to the “normal” person interested or having to take court ordered/employer mandated course/class.

To keep things really simple, I like to open with the term Emotional Intelligence as saying “Lets reverse the words to Intelligence With Our Emotions”.

Many of us live in a reactive world to other people, events, situations, our own beliefs and therefore our emotions are highly experienced and expressed without a moment of thought or internal interaction. We simply react to stimuli.

If we observe animals, like our pet dog, we see how it inter-reacts to other dogs while walking it in the park, runners, children, smells, watching TV, etc. Our dog reacts. We often understand it dog’s nature, Dogs bark. Some people try to make their dog “behave” and not bark. They apply Behavior Training so their dog learns more “acceptable” ways of being at the park and at home in the backyard. Some dogs bark at everything others seem better suited to go along smelling, walking and doing their business. Some of this may have to do with the dog’s breed, some the pet owner and their vibes/beliefs, tolerance for the dog’s behavior, perhaps training.

We as human beings have a larger brain and have the ability to perceive more. Both in an IQ (Intelligence Quotient) analytical left brain sort of way and also on an Emotional level (Emotional Intelligence) right brain sort of way.

For example: Some of us are able to “read” people’s expressions, eye movements / eye expression and body positions / language to sense what they are saying….it adds clues to whether we “think” …”Are they are telling the truth?”…whether we are to “believe” that what they are saying is believable and therefore acceptable and true. We accept and discard the conversation and often the person too. So this ability can be also be called “common sense” or “street smarts”.

Most of us have some idea about those two terms called “common sense” or “street smarts”. We laugh and say the 21st Century person has lost that, hence all the online forums asking the most trivial questions, Facebook, the Call In Radio Shows, the Call In TV Shows, Reality TV, older newspaper columns handling such questions. People are very interested in what others think about their situation and what to best do about it. Most people do not look for inner wisdom or guidance from the quiet within.

On the other hand there are people with “Common Sense or Street Smarts” who do pretty well to very well in their lives, many without any or less than the best education. Why is this? They have a “knowing” to how things work and “work it.” This is a component of what is now called the field of Emotional-Social Intelligence. Fancy term for what many of us already know. But what about the others? What about you who think you know what is going on but find yourself reprimanded by the court system, your spouse, your family member, your employer. Are they just plain wrong? Or is there something more to be open to and learn and grow?

Is it possible to grow and learn about this interesting field of emotions?

I firmly believe there is! Emotions are complex and as we start to pay attention to ourselves we start to know who and what we are. Self knowledge often takes a life time of devotion and work. Who really are we as a person,  an individual? We do we accept/reject? Why?

Most people accept we are complex beings (called human beings) and that we are made up of three to four components or layers/levels.

  • Physical Level
  • Mental Level
  • Emotional Level
  • and overlooked/disputed: Spiritual Level

Most people have a hard time balancing all three or four levels. Since I believe in the Spiritual and most people believe in some kind of Higher Power let’s call it four levels or domains.

The two most overlooked as you can acknowledge are the Emotional and Spiritual domains.
